DOLE to Hold Labor Summits in Mindanao and Visayas, Concerning End-of-contract or “Endo”

The Department of Labor and Employment (DOLE) organized two separate summits to be held within this month of November. Contractualization will be the top agenda as it aims to meet with the labor groups in Mindanao and Visayas.

The summits will be held on November 11 in Davao City and on November 18 in Cebu City, DOLE said Secretary Silvestre Bello III said in a statement.

Bello said in the statement, “We want the labor groups to provide recommendations and inputs on addressing issues concerning labor rights and standards, migration, women’s sector, informal sector, industrial policy and economic roadmap, wages, prices, and tax reforms.”

A “win-win proposal” was earlier presented by management groups for businesses and workers. The proposal was projected to close the end-of-contract or “endo” practice. However, DOLE rejected the proposal.

The opinion from the summits would result in a consolidated proposal concerning the contractualization, according to Bello’s statement.

Once the summits are done, officials will then meet with representatives from both employers and workers to conclude a policy on “endo.”

End-of-contract or “endo” is a scheme done by employers where they hire workers for less than six months to prevent having to regularize them.
