In an article from pia.gov.ph, the National Economic Development Agency (NEDA) Region 10 has projected Cagayan de Oro City as the fourth metropolitan center by the year 2025 during the ASEAN Multisectoral Forum last May 10, 2017 in CDEO. This is based on the population growth and the major role that the city plays as the gateway and trans-shipment hub in Region 10 described by NEDA-10 Director Leon Dacanay during his speech in the same forum.

This is further strengthened by the Philippine Development Plan of 2017-2022 where it declared the greater Cagayan de Oro is still the key educational center in Northern Mindanao.

Apart from that, it was also proposed by the National Spatial Strategy that CDEO is part of the four areas  identified as major settlement networks in the country alongside Metro Manila, Metro Cebu, and Metro Davao where commercial, financial, and administrative activities are a big segment of their anatomy and as primary gateways for international reception.Dacanay’s discussion also covered the AmBisyon Natin 2040 based on the visions of the Filipinos for an improved kind of living and ideal government leadership which he clarified not to be a plan but a guide to steer the country towards the realization of its aspirations by the year 2040 and beyond.
