Duterte Signed Executive Order Implementing the Freedom of Information

On Saturday, July 23, it was confirmed through an information given by Presidential Communications Office Secretary Martin Andanar that President Rodrigo Duterte signed an executive order (EO) implementing the Freedom of Information (FOI).

This will provide all Filipinos access to all of the government records and transactions.

Andanar said, “Every Filipino shall have access to information, official records, public records and papers pertaining to official acts, transactions or decisions as well as government research data used as a basis for public development.”

He also added, “No request for information shall be denied unless it legally falls under any of the exceptions, enshrined in the Constitution, existing law or jurisprudence.”

Authorities are tasked to provide the requested information within 15 days if its eligibility for distribution has been requested in legal procedures.

The demand for information shall state the name and contact information of the requesting party, provide valid proof of his identification or authorization, reasonably describe the information requested, and even the reason for or purpose of the request for information.

Assistance must also be given to the requestor for free.
