Essential Businesses to Operate Again, Leisure and Fitness Outlets to Remain Closed

In accordance with the Executive Order 112 of President Rodrigo Duterte, additional guidelines were imposed including the following:

Businesses that are classified as essential, including those that are in malls and do not gather a cluster of people, will be allowed to operate; however, establishments that fall under leisure or entertainment category, will remain closed, as well as fitness outlets.

Under the Category I Industries, the following sectors or industries are allowed to operate at full capacity.

  • Agriculture industry
  • Fishery industry
  • Forestry industry
  • Food manufacturing industry
  • Food supply chain services
    • Food retail establishments
      • supermarkets
      • grocery stores
      • food preparation establishments
    • take-out and delivery services
    • food delivery services
  • Health-related establishments
  • Logistics
  • Information Technology
  • Telecommunications
  • Media

Under the Category II Industries, the following companies and services are allowed to operate anywhere between 50% up to full capacity.

  • Mining companies
  • Manufacturing companies
  • Export-oriented companies
  • Electronic commerce companies
  • Delivery services
  • Repair and maintenance services
  • Housing and office services

Under the Category III Industries, the following establishments and services are allowed to operate at a maximum of 50% capacity.

  • Financial services
  • BPOs
  • Legal and accounting services
  • Non-leisure services
    • Auditing services
    • Professional services
    • Scientific services
    • Technical services
  • Personal care services
    • Barbershops
    • Salons
  • Non-leisure wholesale and retail establishments
