02 Aug Alvarez proposes bill that would allow same sex couples to enter civil partnership
In an article posted by CNN Philippines, House Speaker Pantaleon Alvarez presented his proposals to add provisions in the Family Code of the Philippines last Monday, July 24.
The proposal includes the civil unions, the dissolution of marriage, the recognition of illegitimate children and to recognize same sex marriage.
Alvarez said that some marriages do not work for couples. He also said that in civil unions, whether of the same or opposite sex, there should be equal powers to properties, the right to provide to each other, and the right to adopt children.
With that, Alvarez looks into filing a bill that would recognize and protect civil partnerships.
The current provisions of the Family Code only acknowledge the legal separation and annulment in order to make the marriage void. However, the process of annulment takes too long and is expensive.
To date, the Philippines, being dominated by Catholics and the strong opposition of the church, is the only country in the world that hasn’t legalized divorce.
Under the proposal of Alvarez, the parents will create an agreement in supporting and providing the needs of their children including the illegitimate ones.
Alvarez is anticipating that this proposal will be approved by the end of this year.
