Bicameral Panel Approves Measure Raising Age Of Statutory Rape To 16 Years Old

Mga higala! A bicameral panel composed of contingents from the House of Representatives and the Senate approved a measure last November 24, 2021, raising the age of statutory rape to 16 years old (from 12)!

This aims to further protect more young people from rape, sexual exploitation, and abuse.

If passed into law, any adult who has sexual intercourse with a minor below 16 years old will be guilty of rape even if the minor has given his or her consent to the sexual act.

However, the panel adopted the Senate version of the “Romeo and Juliet” clause, which states that there would be no criminal liability on the part of the perpetrator if the age difference between him or her and the victim is not more than 3 years, and if the act is proven to be consensual.
