03 May CDeO Govt to put up Anti-violence Against Women and Children desk on all 80 brgy
The city council of Cagayan de Oro City has approved an ordinance requiring 80 barangays in the city to have their own desks for cases on Anti-Violence Against Women and Children (AVAWC). City Ordinance No. 8972-2003, otherwise known as “Anti-Domestic Violence Ordinance of Cagayan De Oro City”, was created to provide support services, such as access to legal services, counseling, referrals, and/or rehabilitation programs for abused women and children.
A report on Sunstar.com stated that City Councilor Edna Dahino, chair of the committee on family relations, said the move to have the 80 villages put their own AVAWC desks is pursuant to Section 12, (D)Rule IV of Republic Act No. 9710, otherwise known as the “Magna Carta of Women.”
The AVAWC desks are also required to report immediately any requests for assistance or assessment to the Department of Social Welfare and Development (DSWD), City Social Welfare and Development Office (CSWD) or any accredited non-government organization which time urgency is determined by RA 9262 or the “Anti-violence against women and their children”.
With that being said, the village officials, as well as the city law enforcement, should respond immediately to ensure the safety of the victim upon receiving any reports of violence or harassment.
In addition, the AVAWC desks should thus assist victims in securing protection order from their barangay offices and provide necessary services among others.The number of AVAWC cases should also be reported to the DILG City Field Office and CSWD on a quarterly basis.
On the other hand, Section 8 of the ordinance provides the funding of operation of AVAWC desks shall be charged to the Barangay’s Gender and Development (GAD) budget.
