Following the declaration of a state of national emergency, the Coast Guard were ordered by the executive secretary Salvador Medialdea to assist the military and police forces in maintaining order in Mindanao.

Memorandum Order 4 was signed by Medialdea extending the implementation of MO 3 coming after the Presidential Proclamation 55 that placed the country under a state of lawlessness after the Davao City terror attack that killed 15 people and injured 60 others on September 2.

On September 6, Medialdea issued MO 4 that orders the Coast Guard to deploy supplementary forces to boost visibility and security in all seaports, harbors, and major coastal areas.

Medialdea also assigned the Coast Guard to strengthen its operations regarding the enforcement and maintenance of maritime safety and security to prevent lawless violence at sea.

In the MO 4 states, ”The Department of Justice shall closely coordinate with the PCG and other law enforcement agencies for the prompt investigation and prosecution of all individuals or groups apprehended for committing or conspiring to commit, acts of lawless violence.”
