A property owned by CDEO businessman Conrad Lim at Barangay Lapasan, Cagayan de Oro City is seeing a speedy expropriation by the Department of Public Works and Highways (DPWH) Northern Mindanao Office after city council’s advice.

According to an article from Sunstar.com, DPWH has been questioned by the city council for the long overdue city coastal road project that was allegedly stalled by Lim’s property.

However, DPWH has yet to file the expropriation case because they are still preparing for the cost of materials that will be used for the property as required by the Office of the Solicitor General.

City Councilor Ian Nacaya disliked this statement from the agency and criticized their slow correspondence with the Solicitor General. It was also revealed that the agency just reached out to the SolGen last week regarding the issue over the coastal road project that is running for ten years now.

The legal officer of the DPWH-Northern Mindanao, Atty. Melanie Enopia, said that while it was implicated that Lim has been illegally occupying the property, he made it sure to get the necessary permits from the Philippine Reclamation Property (PRA) to reclaim the foreshore fronting his property in Lapasan.

Engineer Leowald Pecore of DPWH is hoping to meet up with Lim regarding the dispute on his property but said that the expropriation is pushing through. He also assured the once the court gives the agency a go signal to demolish Lim’s property, he (Lim) will be given the right compensation.

The 12.77-kilometer coastal road project spans from Barangays Gusa to Puntod in the eastern section of the city and Barangays Kauswagan to Igpit on the western side. The construction of the project started in 2008 and is aimed at creating more road space for a congested C.M. Recto Avenue.
