19 Sep Health Agencies Propose Ordinance To Regulate E-vapes In CdeO
In an article posted by pia.go.ph, the Committee on Health and Sanitation and Health Insurance of the City Council of Cagayan de Oro is now working on a proposal to enact an ordinance regarding the use of electronic cigarettes around the city.
On the recent discussion of the committee, Councilor Maria Lourdes S. Gaane proposed an ordinance that implements the comprehensive anti-vaping ordinance of Cagayan de Oro, prohibiting the use, sale, distribution, and advertisement of electronic cigarettes in certain places within the city.
The City Legal Office had submitted its legal opinion on the creation of the Smoke-Free Task Force before stating that it is an ordinance of executive agencies.
According to the legal office, the electronic cigarette and Electronic Nicotine Delivery Systems (ENDS) has no legal basis to operate and is not included in the Executive Order 26 which results to the city to come up with a separate ordinance for the specific regulation.
On the other hand, Vaper’s Group representative Art Reyes said that the managing of e-vapes is quite hard to do since many are sold in public markets where minors can easily buy them.
To date, the committee endorsed the proposed ordinance to the City Legal Office for review and recommendation.
