In a press briefing last Tuesday, July 14, 2020, Cagayan de Oro City Mayor Oscar Moreno said that all locally stranded individuals (LSIs) and returning overseas Filipinos (ROFs) who arrive in the city via airport, land, and port terminals, are sent to designated city isolation units such as hotels, inns, and pension houses.

This is because the local city government is prioritizing their comfort and not convert them to barangay health centers, covered courts, schools, or public gyms.
