CDO Mayor Oscar Moreno Expressed Condolences to Davaoeños

On September 3, Saturday, a statement from the Cagayan de Oro City Mayor Oscar Moreno expressed concerns of Kagay-anons for the victims of the deadly explosion at Davao City night market last September 2, Friday that killed 14 individuals.

Mayor Moreno stated, “Many Kagay-anons are in Davao, and many Davaoeños are in Cagayan de Oro (CDO). We are equally affected.”

He added, “The people of Cagayan de Oro condoles with the victims and their families and hopes to appease the pain that they are going through now and we also pray for the injured that they will recover soon from this very condemnable and vicious act of violence.”

The city mayor also urges the citizens to support the “state of lawlessness” as declared by President Rodrigo Duterte last Saturday. He added that as the President being the Commander-in-Chief has the constitutional basis in calling out the Armed Forces of the Philippines and the Philippine National Police (PNP) to prevent any terror attacks.

Mayor Moreno also said the constitutional ensure concerning the Bill of Rights “will still have to be respected” even with the declaration.

Mayor Oscar Moreno assembled with the top security officials in the city intensify intelligence gathering operations and tightened security measures in the city and in the other areas of northern Mindanao.

He stated, “The City Government of Cagayan de Oro is closely coordinating with the Department of Interior and Local Government (DILG) and all law enforcement agencies in order to put in place security measures.”

On September 5, at 10 a.m. a meeting commenced at the city hall. Camp Alagar and Camp Evangelista, National Bureau of Investigation (NBI), Department of Interior and local Government (DILG), and representatives of the Regional Peace and Order Council (RPOC) are summoned to attend the meeting. Chairman of the city council’s committee on public safety, Councilor Romeo Calizo also attended the meeting.

This meeting intends to inform about the operations of the military forces as a response to the President’s declaration.

The assembly is also to ensure that security forces will coordinate well and strengthen security measures to prevent bomb attacks in the city, Mayor Moreno said. As he spoke, “Of course, kinahanglan pud nga closely coordinated labina kay naa ra ta sa Mindanao, we have to be very careful and make sure na walay spill. Ang PNP, Army, and other security forces, including NBI, intelligence forces, all of these agencies must closely coordinate with each other.”

Mayor Moreno also urged the public to be vigilant. He said, “All eyes should be opened. We need to be vigilant and report to authorities if there are people who are acting suspiciously.”

City Disaster Risk Reduction and Management Office (CDRRMO) is also ordered to be prepared at all times to immediately respond to emergencies, Moreno added.
