31 Oct MisOr Fishermen Submitted Petition, Permits to Fish “Tamban” Within 15KM of Coastline
To fish for sardines or commonly known as “tamban” in waters within 15 kilometers from the coastline of Misamis Oriental, an association of commercial fishermen requested support from the Provincial Council to allow them to go fishing with ease.
During the provincial board fisheries and aquatic resources committee held on October 28, Friday, around 50 individuals of the Commercial Fishing Association of Misamis Oriental (CFAMO) speak out their anxiety.
There are 23 operators with 48 fishing boat and 598 registered fisherman members of the CFAMO .
Many of CFAMO members were affected by law enforcement which urged them appeal to the government and submit their petition. They have requested to address their problem to relieve their fear being arrested, charged and losing their livelihood.
Stated in CFAMO’s petition, “Wala na kami kapasidad sa paghatag ug panginabuhi ning mga katawhan nga nagsalig niining maong klase nga panginabuhi gani, daghan mga anak sa among fishe folks nga nahunong sa pag-eskwela ug mitaas ang insidente sa kagutom sa mga coastal barangays.”
It added, “Kaming mga commercial fishing gidid-an sa pagpanagat sulod sa 15 kilometers m gikan sa lapyahan o sulod sa municipal waters. Apan sa kadagatan sa atong probinsya, kung kami makagawas sa 15 kilometers gikan sa lapyahan sa usa ka munisipyo, makasulod na usab kami sa 15 km sa laing munisupyo.”
A clearance issued by the Bureau of Fisheries and Aquatic Resources (BFAR) to CFAMO allows them to in the Bohol Sea yet they could not do so as their wooden boats are not suitable for open sea fishing.
CFAMO emphasized that their boats are prepared with fish finders which will guarantee that their fishing nets will not damage the corals.
The petition reads, “Hatagan unta kami og konsiderasyong managat nga walay kahadlok, madakpan ug makasuhan sama sa gihatag nga pabor sa mga gagmayng mananagat tungod kay mas maayo pa ang gagmayng mananagat nakapanag-iya pa og kaugalingon sakayan apan among mga tripolante gumikan sa kawad-on, nahikawan sa pagpanag-iya ni usa ka sakay.”
It added, “Matutokan unta sa probinsya ang sitwasyon sa commercial fishing taliwala sa gi-imposar sa balaod national. Ang balaod gimugna para sa ugma pero i-balanse sad unta nga mabuhi ang karon.”
Meanwhile, a committee chairman, Vice Governor Joey Pelaez, said CFAMO should not be accused of the destroyed coral reefs.
Pelaez supported and was in favor with the group in their petition to fish sardines within 15 kilometers of the waters given that they should be monitored and managed.
As he spoke, “Kinahanglan sad siguro nato ni sila i-consider anyway tamban raman sad ilang ipanagat nga seasonal lang. Kailangan lang i-regulate.”
Most illegal, unreported, and unregulated fishing including boats fishing within 15 kilometers from the coastline designated only for small-scale fishing, BFAR-Northern Mindanao regional director, Visa Tan Demiren said.
The group’s concern will be forwarded to the national office, Demiren added.
