Moreno Faces Graft Case Along With Other Two Former City Officials

Moreno faces graft cases along with other two former city officials

Cagayan de Oro City Mayor Oscar “Oca” Moreno is now facing a graft case along with former city budget officer Percy Salazar and former city accountant Joy Elot filed by the Office of the Ombudsman before the Sandiganbayan.

In an article by Manila Bulletin, the graft case has its roots from Moreno’s alleged involvement in the anomalous building lease contract for the city’s Sports Development Program for Professional and Amateur Boxing without prior permission of the city council on September 24, 2013.

Assistant Special Prosecutor III Jorge B. Espina said that the Anti-Graft and Corrupt Practices Act was violated by Moreno when the CdeO Mayor entered into a leasing contract with Engr. Jimmy Caina, the owner of the residential building used for the intended boxing program for P35,000 a month.

The contract also became anomalous accordingly with the absence of the appropriation ordinance approved for the disbursement of public funds intended for the boxing program of Moreno.

Elot was charged for supposedly certifying the disbursement voucher for Caina’s payment. On the other hand, Salazar was alleged to be the one who certified the obligation request.
