Moreno Receives 3rd Dismissal Order

Once again, the Office of the Ombudsman has issued another dismissal order against CdeO Mayor Oscar Moreno. Various charges over questionable heavy equipment lease contracts during his term as the Governor of Misamis Oriental has been cited.

Grave misconduct, serious dishonesty, and conduct prejudicial to the best interest of the service are the charges in which Moreno is guilty.

According to an article by ABS-CBN News, the Ombudsman’s investigation found questionable lease agreements with Equiprent Corporation. This was in regards to the use of heavy equipment totaling P2.964 million from October 2009 to October 2010.

Also cited was COA’s discovery that the payments made by the provincial government at that time “were irregular due to deficiencies such as [the] lack of public bidding and necessary documents as required under Republic Act No. 9184 or the Government Procurement Reform Act.”

Furthermore, the Sandiganbayan has also added a graft charge for Moreno. He allegedly leased a residential building for a sports program without specific authorization from the city council.
