24 May President Duterte declares Martial Law in Mindanao

Due to the terrifying clash that has erupted between government forces and members of Maute terror group in Marawi City, Lanao del Sur, thru Presidential Spokesperson Ernesto Abella, President Rodrigo Duterte has declared martial law in the entire region of Mindanao last night, May 23, 2017.
In an article from SunStar, as per Article 7, Section 18 of the Constitution “in case of invasion or rebellion, when the public safety requires it, the President may, for a period not exceeding 60 days, suspend the privilege of the writ of habeas corpus, or place the Philippines or any part thereof under martial law.”
It could be remembered that the same thing happened under the Administration of President Gloria Macapagal Arroyo during the Maguindanao Massacre where in 57 casualties in Ampatuan town (GMA News, 2009).
The president shall submit a report in person or writing to the Congress within forty-eight hours from the proclamation of martial law in accordance with its rules. The proclamation should then be affirmed by the Congress and reviewed by the Supreme Court.
On the other hand, with the announcement of Martial Law the judicial and legislative branches would still function and would still be headed by civilians. Thus, one’s rights still remains.
Due to the clash happening in Marawi City President Duterte decides to fly back to Philippines from Moscow, Russia after his meeting with President Vladimir Putin.
