Sandiganbayan Convicts Ex-Councilor President Elipe and Sister To Prison For Faking Public Documents

Mga higala! The Sandiganbayan Fourth Division has convicted Cagayan de Oro’s ex-councilor President Elipe and his sister Pristine Elipe Quizon for the falsification of public documents and for violating the Anti-Graft and Corrupt Practices Act.

According to the Page 14 of the 15-page decision released by Sandiganbayan (Case # SB-11-CRM-0725), President and Pristine are found guilty beyond reasonable doubt for the violation of Section 3 (e) of R.A No. 3019 and are sentenced to 6-10 years of imprisonment. See picture below:

The accused are also guilty of the crime of Falsification of Public Document under paragraph 4 of Article 171 of the Revised Penal Code.

The cases above started from a complaint filed by City Administrator Dionnie Gersana stating that Ex-Councilor President Elipe approved the full attendance of Pristine Elipe Quizon during the working days of October 6-31, 2013, even though Quizon was out of the country on October 25, 29, and 30. Moreover, Quizon also received her salary for that period without a deduction from her absences.
