08 Nov Sandiganbayan 4th Division Issues Warrants of Arrest for Former CDO Councilor and Sibling
Last November 4, 2016, Friday, Cagayan de Oro Police Office (COCPO) received a copy of the warrants of arrest for former city councilor President Elipe and his sibling, Pristine Elipe-Quizon, because of alleged corruption issued against them by the Sandiganbayan 4th Division. And currently, the city police are on the lookout for the Elipe siblings.
According to COCPO chief Police Senior Superintendent Ronnie Francis Cariaga, personnel from their office’s warrants section and the City Public Safety Company attempted to supply the warrants last November 7, 2016, Monday at the known addresses of the siblings. However, after going to the villages of Carmen and Camaman-an, the two were said to be out of town.
It was in August when the two were found guilty by the Office of the Ombudsman because of serious dishonesty and fabricating public documents in the year 2015. They were then charged after a complaint filed by City Administrator Dionnie Gersana accusing Elipe, City Council secretary Arturo de San Miguel, former Vice Mayor Caesar Ian Acenas, and Quizon, Elipe’s sibling and secretary, with serious dishonesty, grave misconduct, and conduct prejudicial for the best interest of service. Absolved from the charges were Acenas and San Miguel.
Gersana based his complaint with Quizon’s date and time record (DTR) which was made to appear that she reported for work during the following dates, 25,29 and 30 of 2013 for the payroll period October 16 to 31, still of 2013. However, it was found out that Quizon had been out of the country on October 25, 2013, and came back on October 30, 2013, as recorded by the Bureau of Immigration. Despite being fully aware of Quizon’s absence, Elipe still certified and approved his sibling’s DTR as true and correct.
The legal counsel of Elipe filed a motion of reconsideration at the Court of Appeals days after the Ombudsman decision was released. And when Elipe was reached out for his comment, quoting him, “Wala may arrest warrant gi serve.”
“Naa nag-tip nako sa City Hall nga naa lagi daw warrant pero wala ko kahibalo ana,” Elipe added.
Meanwhile, Elipe’s political ally and one of his legal counsels, Lawyer Leon Gan, said quoting him, “How come nga naay arrest warrant nga wala pa man gani mi kadawat sa decision kung gi-deny ba ang among MR.”
Gan then explained that they were not informed about the warrants of arrest, even not presented to them. And when asked if his client, Elipe, had posted a bail, he answered, “Maghulat lang mi. As of now wala gayud mi kahibalo.”
Signed by Associate Justice Jose Hernandez, the warrants requires the Elipe siblings to provide the bail for the provisional liberty at P30,000.00 for each case.
